Analyze for Vulkan/MoltenVk API #6

No official Python support for these API. The goal of this issue is to analyze the possibilities of Vk/MoltenVk libs portability for Python.

CFFI/CPPYY could may be the useful libs to aim this goal.

MoltenVk has quite... an entropic architecture so I don't really know how to manage it right now. Need for some additional acknowledge.
