Unable to change scraper settings

What steps will reproduce the problem?
1."C" bring up context menu while highlighting rom (doesn't matter theme)
2. Rescrape selected ROM
3. Observation: {
 Rom Collection = greyed Out
 Scraping mode = no value
 Change scrapers for this run: [
  Scraper 1-3 = have no options
]}

What is the expected output? What do you see instead?

Be able to select type of scrape and order of sources

What version of the product are you using? On what operating system?
win7 -> kodi 14.1 -> rcb 2.0.17 -> RetroArch-v1.0.0.2-64-bit: [
