Email notification on data submission not sent from DEV repository #240

Created this test dataset - https://repository-dev.data.auscope.org.au/dataset/sa-geodata-database-ndiaw_d07 but no email received. i checked the admin email; it still uses old email, i can't update it online.

@stuartwoodman i fixed the issue the column email in the DB is unique. there is a user called 'default' who uses admin@data.aucope.org.au. I update the records following prod:

admin --> admin@data.aucope.org.au
default --> help@data.auscope.org.au
