Can we set the version of Python / R / Julia to use in Application.yaml? #26

Previously, on alllife-vif-model, we've had issues with the version of R installed.

Now on Autory numpy==1.19.3 is complaining about Python 3.10.

Can we set the version of Python for example in the Application.yaml file to ensure we have a compatible version?
