Eslint: Transition jsdoc rules to eslint-plugin-jsdoc #32978

valid-jsdoc is deprecated and JSDOC support in eslint is at end-of-life, apparently around 2018-11.

To continue linting jsdoc, we should transition to the recommended eslint-plugin-jsdoc
