Missing Site Tag box for adding Cloudflare Web Analytics ID for Atomic sites

Quick summary

For Atomic sites only, there is no Site Tag box to add Cloudflare Web Analytics ID either in Calypso Tools → Marketing → Traffic or in the Jetpack → Settings → Traffic page.

Not a problem for Simple sites.

Steps to reproduce

1. Sign up to Cloudflare.
2. Generate Cloudflare Web Analytics ID from https://dash.cloudflare.com/sign-up/web-analytics
3. Return to WordPress.com → Tools → Marketing → Traffic page to add the Cloudflare Site Tag.

What you expected to happen

Site Tag box should available in the Cloudflare section either on the Calypso or Jetpack Traffic settings page.

What actually happened

Cloudflare section and the Site Tag box are not available.

We can add the Web Analytics Javascript using a Header/Footer plugin.
