Problem We have an issue of quota while provisioning the pool on a new provisioned batch account, and we need to require to go to Azure support to get quota fixed and proceed once the quota management has been dealt. This delays the testing.

Proposed Solution We can use a pre-provisioned batch account with enough quota to create new pools.
