bump draft to v0.0.30 and add `IMAGETAG` field for draft create

Description

Bump draft to v0.0.30 Implement the new draft IMAGETAG variable for the create command, instead of appending it to the IMAGENAME variable This accounts for a breaking change in v0.0.28 https://github.com/Azure/draft/releases/tag/v0.0.28
