az sf cluster create - KeyVault not placed in location specifed by --location #5338

Environment summary

Azure Cloud Shell

When creating a cluster using az sf cluster create and specifying a --location parameter, which is different from the location of the Resource Group, the KeyVault gets created in the Resource Groups location, which breaks the deployment.
