Storage Dataplane: API "Get Blob Metadata" is not defined in storage swagger, although exist in Rest API doc. #12050

API "Get Blob Metadata" is not defined in storage dataplane swagger, although exist in Rest API doc.

This caused the recent Azurite issue: https://github.com/Azure/Azurite/issues/646

API "Get Blob Metadata" is not defined in [storage dataplane swagger](https://github.com/Azure/azure-rest-api-specs/blob/storage-dataplane-preview/specification/storage/data-plane/Microsoft.BlobStorage/preview/2020-06-12/blob.json), although exist in [Rest API doc.](https://docs.microsoft.com/en-us/rest/api/storageservices/get-blob-metadata) This caused the recent Azurite issue: https://github.com/Azure/Azurite/issues/646
