[Event Hubs] investigate moving do_retryable_operation into transport #25700

https://github.com/Azure/azure-sdk-for-python/pull/25494#discussion_r944103746 As per Anna's comment, we should investigate moving do_retryable_operation from the SDK layer into the transport. (Since this is only supported by pyamqp so far, probably this will need to happen after we drop uamqp?)
