Enable accessibility features for all of our Power Apps

We ensure that our Power Apps are accessible. We should use the accessibility checker first to determine the current state of the applications. Then we can create GitHub issues and prioritize. We should add a category for accessibility that can be used for all of the GitHub issues that are related to accessibility.

The remaining two is component variable, change it will cause code lose in power apps. Will fix it when component need update. CC @honghr
