Added check to migrate from stv1 and inform the customer about its retirement on 31 August 2024

Description

This PR focuses on details from APIM resiliency workbook. There was only one check as part of workbook, focusing on migrating away from stv1 which was not a part of Azure Review Checklist. I have added that as a part of this PR.
