Retire Documize application

Describe the issue The Platform Services team has a Documize instance currently at docs.developer.gov.bc.ca. We have informed the community that this application is being retired this sprint (October 10).

Additional context

• Documize content has been backed up to Google Drive by Zhanna in #2954
• After retirement, we would like to reuse the docs.developer.gov.bc.ca subdomain for the Platform Services Technical Documentation site that currently lives at beta-docs.developer.gov.bc.ca

How does this benefit the users of our platform?

• Documize currently has duplicate content that also lives in the Private Cloud WordPress site, and we need to only have a single source of truth to avoid confusion

Definition of done

• [x] Documize related pods are removed from its current namespace
• [x] docs.developer.gov.bc.ca is free to be re-assigned to Tech Docs site

I've completed the retirement of the Documize application by taking these steps:

• Decommissioned the app by deleting all of the application pods in the namespaces: 101ed4-dev, 101ed4-test, 101ed4-prod, 101ed4-tools
• Deleted all of the routes in the namespaces, but kept the data from the secure production Documize route to re-use with docs.developer.gov.bc.ca
• Met with Luke and Jon to use the Remedy DNS app, but we made no changes to the entries for docs.developer.gov.bc.ca since it was already pointed to Silver OpenShift cluster where the Tech Docs site lives
• Reused the public cert, private key, and CA cert to create a new route in the bdec76-dev namespace to point to the platform-developer-docs app instance there
• Used the registry to remove myself as a technical lead and add Oamar in the 101ed4 namespace, for use with the new registry app
• With Luke's help, added a TXT record for the DNS entry for docs.developer.gov.bc.ca to claim the site in Google Search Console, which will be necessary when migrating the Tech Docs search integration between the two site addresses

This means that both beta-docs.developer.gov.bc.ca and docs.developer.gov.bc.ca are pointed at the same application instance in the development namespace at the moment.
