Allow admins to download course info anytime on Term Management #323

Currently, admins only have the link to download an excel sheet with all course info after they have locked scheduling or completed a term in Term Management UI, which is convenient for you have to go through so many states before you get there. A suggestion is to rather have a Download Course button on every term room which user can click to download anytime they want.
