Telescope names missing in Observatory table #122

Observatories table should contain also full human-readable names, which can then be used in generating the text for publication. For example, TJO_MEIA3, says nothing.

Additionally, ObsMontsec (from CPCS) does not exist anymore on the list, it was replaced with TJO, but there is no way to connect the two when compiling a list of telescopes for publication.
