Gaia Alerts and OGLE EWS brokers should cache the event lists on local disk #82

They try to read it from the local disk, but if that fails, they read it from the server. In such case they should make a copy on the local server for future reads.

They do now, they cache the long list of targets which is read when looking for name at give coordinates. It will also be the case of KMT Net broker when added. Closing this issue now.
