Add empty SU_DefinitionSet Attribute dictionary to new components

Data entry via Advanced Attributes in Entity Info, e.g. Size, is not possible for components created using the IFC Manager extension.

When creating components an empty Attribute Dictionary "SU_DefinitionSet" must be created for this to work.
