WAP basically takes the 8th edition of WFB and changes them where there is need. So you have rules that are more similar to the original game then the 9th Age but also without many of the flaws of the 8th edition to avoid specific overpowered builds ad just generally rules that make sense gamelan wise. Atm there is a rulebook and new army book with lore taken from many of the older edition army books. Some factions still only have updated rules without a full book but there are new releases all the time. Me and several of my friends switched to this after AOS came out as we didn't really like the vastly different system of 9th age.
I'm not sure, but it sounds like you came here to ask if someone will do the datafiles. Well, you need to find these people by yourself, we're only doing what anyone volunteers to do.
If you want, you can write datafiles anyway. I cannot guarantee you we'll host them on our site, but you can always share them by yourself via dropbox/other means.
Alright I was actually hoping that maybe someone else had already done something similar but if you could point me in the right direction I would be happy to try this myself. I have read that I need the PC Version to edit files is that correct? Do I need a separate program to create a new file from scratch?
Well, we have wiki which has some nice resources. You stated that there are much less changes to 8th ed WFB, so maybe just start with the files from 8th ed WFB instead of creating everything from scratch. https://github.com/BSData/whfb
Taking inspiration from already existing work is the best we can offer besides the wiki. Obviously wh40k repo is the most maintained, so you can go there and talk, people are rather helpful: https://gitter.im/BSData/wh40k
There's also AOS chat, they'll be probably much more oriented when it comes to domain-specific knowledge (ie. Warhammer knowledge).
