Unable to create protocol parameters if it is not done just after creation #325

Description of the bug

When a protocol is defined but no parameters are defined in the page that is showed just after created. Then when click on the link to modify the parameters empty values is showed

And then if user click on the button then page is not found

When trying to display the parameters, a check is done to identify if parameters are created. If not it is redirected to creation parameters page
