Timeslot selection issues

Transactions break under timezone spoofer (not sure if related to plugin or timezone)
- ~Remove transactions for now~ its the spoofer, change system timezone for testing. This was non issue
[x] Change text on pages to say its local timezone
[x] Security rules to make sure times are uploaded as numbers and not dates (can we force a cache refresh?)
[x] Make sure that the emails have the correct time for timeslot so they have a record
