give maxis msig basic permissions for vault v3

• VaultAdmin.setStaticSwapFeePercentage(pool, swapFeePercentage)
• StablePool.startAmplificationParameterUpdate(rawEndValue, endTime)
• StablePool.stopAmplificationParameterUpdate()
• looks like hooks cannot be managed seperate from their pool. pool disabling is managed by emergency dao msig

The above list looks good. Any configurable hook params will need to be configured per hook.

I believe StableSurge will have configurable params, but we will not launch with it.
