Add tooltips #699

I want to add tool tips to the following sections:

Putting this on hold until rjt is finished with #672 and has it merged in order to not alter anything currently being worked on.

I'll point out that we have a lot of tooltips already around the site, and every single time I did a user test with someone, they either didn't notice them or completely ignored them.

Perhaps we need to adjust them to be one of our accent colors so that they pop more. Do you think that would help them be more visible?

Part of why I started looking at this is due to multiple questions about image resolution requirements. We can also make a KB page for this, but I figured having it be easily referenced on the upload section would be useful.
