Spike: Define i18nj and l10n scope and process

Need an owner to define how we will internationalize DAO content.

bankless-multilingual has lots of engaged members that could help

To do so we need a proposal that covers the following

• Tech requirements (packaging strings correctly, supporting graphics, setting up a flow for ongoing localization
• Determining localization method (crowdsource from DAO? Automate through an agency? Automated? Translator driven?)
• Define languages in scope (crowdsource from DAO members for conveninece? Prioritize based on # of speakers world wide?)
• Define scope of localization (top level pages? newsletters? Bankless HQ content? Youtube subtitles?)
• Propose a rationalization of the relationship to other international Bankless sites out there (Germany, Russia etc). Fold them in? Keep separate w/ reference?
