Current behavior:

resize (Medium, Thumb)
POST /new-gcs-urls
PUT to UploadURL
on scan event: POST /scanned with 7KB of thumb payload

We suspect the 7KB+ of payload make the scan effect less snappy.

Desired behavior:

resize (Medium, Thumb)
POST /new-gcs-urls
POST /thumb with 7KB payload. Backend stores thumb to Memcache (and maybe Datastore).
PUT to UploadURL
on scan event: POST /scanned without overhead. Backend loads thumb from Memcache (and maybe Datastore).

This is compatible with E2EE. Thumb must be encrypted with mobile's secret passphrase P, because target browser's secret passphrase K is not known yet.

Testing on a sample of 16 requests (4x wifi+thumb, 4x 4G+thumb, 4x wifi+no payload, 4x 4G+no payload):

there is currently no noticeable difference in latency between /scanned with thumb payload and /scanned without thumb payload.
