[Talkback] Accurate fast typing not possible when Explore By Touch enabled

What steps will reproduce the problem?
1. Attempt to type quickly on an on-screen keyboard.

What is the expected output? What do you see instead?
I'd expect the key presses to all cause a character to be inserted in the text 
field, but they don't - often less than half do. This is after some 
modifications to pass hover events through as regular touch events. If I type 
slowly enough then everything gets through fine.

What version of the product are you using? On what operating system?
Android 4.2.2 on a Samsung Galaxy S4, Talkback 3.3.2

Please provide any additional information below.
Right now the typing experience is fine when Talkback's disabled, or Talkback 
enabled but Explore By Touch is disabled. Please contact me if you'd like any 
additional information or you'd like to discuss things further.

I also type too fast on the Google on-screen keyboard then some characters are 
not logged. using Android 4.4.3 on Nexus 7 (2013) Talkback 3.5.1 with explore 
by tuch enabled.
