Mouse over data popup for trend figure 4 #5

From an email from @sacrevert:

[Would it be possible to] add the hover-over frequency numbers for the Figure 4 bar charts on the Trends pages? It struck me that whilst a user can see these numbers on the front page for GB and Ireland, there is currently no way of seeing the numbers for any of the other trend results.

Note entirely straight forward, but shouldn't be too difficult either. It would require an update of the underlying chart (https://github.com/BiologicalRecordsCentre/brc-charts/issues/10). I've added label for enhancement and will look into it in due course.
