Milestone 1.3: Wallet import - specs & progress

This is a tracker/discssion issue for the 1.3 milestone (design docs).

Goal is to add wallet import to the application. So far, the application has not managed any wallet data, so this is about building that application logic, as well as the UI for importing, switching, and deleting, including settings.

Additions:

Wallet data handling (import, migration, update, encryption...)
Screen during onboarding to ask users whether to create or import a wallet
User flow of importing a wallet (method, input (pick file, paste, etc), migration, review, confirmation, error)
Wallet settings & backup
UI for listing and switching wallets

@rabbitholiness I'm just reviewing this issue to see whether we should close it. But before doing that, can you think of anything in this milestone that we didn't get to, or were not happy with that we should cover in the future?
