Image cleanup (optimization and caching file) #1059

It looks like some images were not optimized with the PR for the time-based recovery page, my local server keeps automatically optimizing them. This PR submits optimized ones, so others don't have this issue.

I went ahead and moved the images of that page to a folder structure that matches the page structure (which is our standard across all pages).

Also cleaned up the image cache file slightly, removing duplicates and sorting lines.
