Tweak to Rebellion gamemode #158

Rebellion leaders can indefinitely use call to rebellion and are not punished for just walking by themselves and using it passing strangers, as they will either be rewarded in the form of new rebels or not bothered, since there is no reason for the people denying the call to rebellion to attack them. They can also use call to rebellion on everyone besides the monarch, even his knights and, Hand, castle guard etc have the option to join.

A fix is simple; when someone denies the offer to rebel, they get a blue coloured L icon signifying they're a loyalist. This creates actual tension and thought when planning who to ask for your rebellion, as the peasant leader just randomly passing paladins spamming the recruitment button could get him killed. It will also make neutral persons put more thought into whether or not they should join, as not joining when surrounded by rebels could get them torn apart.

It would also help that when called to rebel by the peasant leader, instead of an option, the castle garrison/knights etc get automatically put into Loyalist.

Guards/King's close confidants shouldn't be able to become rebels, but otherwise the risk is purely in the risk of a guard taking notice and separating your head from you shoulders.

I wonder if one could code in that if you refuse to join, you are able to see everyone that is a rebel and also have the ability to share that information with others. So when the rebel leader asks you and refuses, you know each member and can run to the keep and use an ability to spread that knowledge. This can help make sure the rebel leader chooses wisely and not spam it on everything that breathes.
