The 0.17 version of the ESSL spec is inconsistent, it lists them both as
allowed and disallowed. Checked with Khronos and there was an issue filed and
closed in December to update the spec to disallow multiple prototypes in ESSL1.
Multiple prototypes are allowed in ESSL3. We should fix this.
