Sourced from TEADS, unclear what their source is. Didn't have a die size and inferred release date from the date of AWS's [announcement] of the r7iz where this CPU is used.

Hello the Intel(R) Xeon(R) Gold 6455B mentioned was identified by launching an r7iz metal instance and Turbostat for the TDP, the CPU model is confirmed by the Geekbench link. This is a dual CPU hardware with 32 cores / 64 threads (vCPU) each, which is consistent with the fact that AWS offers r7iz.metal-16xl and r7iz.metal-32xl instances. Maybe I'm missing something :)
