What is the purpose of your change?

• Added a component for "scroll to top" functionality in all pages

What areas of the application does this change impact? (changes API, folder structure, etc)

• Created new ScrollToTopButton component
• Added ScrollToTopButton into App.js

What features/fixes are deferred/not handled in this PR?
