Pseudogene and parent inference for ParsEval #97

Node streams for correcting pseudogenes and for inferring gene parents for top-level transcript features have been created in the recent refactoring effort. I should consider whether these features should be available for ParsEval.

Rather than cluttering up the ParsEval CLI, I'll likely just relegate these to other utilities such as CanonGFF3.
