This PR intends to become the production base for next weeks;
it still has some rough edges, but they are non-blockers and rather need an incremental cleanup:
initialization should follow the Lmod upstream norms
.YAML files should be the preferred tuning knobs now
LMOD_DISABLE should also follow along, no need to be hardwired part of RPM
get rid of historic (dead) code, commonly denoted with ##
validation tests should be written for all different issues, to ensure future integrity
