Vote for Best POC for Crusine #31

After reviewing all 3 POC branches (Angular, Bootstrap, and React) Platinum's votes for which implementation will be used for the whole website will be commented down below along with the reasons why it was the best framework to use. Another issue will be created to implement the chosen framework all over the website.

My vote is on bootstrap. From what I heard it is somewhat easy and the proof-of-concept looked good

My vote is also for bootstrap as the majority of us are familiar with its format and settings. The others, Melissa and Elizabeth have also agreed on voting for the framework. Unanimously we vote to convert our website to Bootstrap. The closing issue to proceed to the next embellishment phase.

I agree with the decision to proceed forwards with Bootstrap, for efficiency and front end focus purposes.
