C3ETH Stake Pool Maintenance

@YanTirta : close down the stake pool temporarily -> cost 1200 ADA for 3 months (need to allocate budget for this)
@Linh-LP : keep the stake pool until October 2022
@tienna : operate his own stake pool in Google Cloud. Contabo is cheaper (53 USD/month). 1/3 compared to Google Cloud services. Aim to grow small pool in Asia. Should keep our pool running for the next 3 months.
@cardanoz : please close the C3ETH stake pool -> based on the questionnaire from the community. We will make the stake pool again in the future, but not now.
@Mietran0407 : if we have budget, we continue the stake pool based on the contingency
@tienna : we need at least 1 million ADA delegation to produce 1 block/month. Cardano Foundation delegation will help us to produce 1500 ADA/month rewards.
@Linh-LP : August/September/October -> pay 1200 ADA. After 3 months, we could move to cheaper options (Contabo). Wait for Cardano Foundation delegation application. If in October we don't get the CF delegation, we close our C3ETH stake pool for good.
@tienna : discussion about operations & marketing
@A-W-G : idea to approach NGO/charities -> to have a cause (Sep'22-Oct'22)
@Linh-LP : people don't trust into charity -> need the transparencies -> people need some reliable sources
@andreassosilo : I don't we think enough man power. I think it's better to close our C3ETH stake pool. And focus on our funded proposal from Fund 6 until Fund 8 to finish them ASAP.
Summary: so we agree to continue C3ETH stake pool with Lauris and need to allocate 1200 ADA for the next 3 months if we don't produce any block at all. 5 yes vote out of 8 participants

Closeout Report Updates

@Mietran0407 : put the questionnaire to the community. Info from Khalid for "F6: Connecting Asian Voter and Proposer" -> needs infographic -> send back again the survey infographic to Khalid -> @Mietran0407 needs to export the data
@cardanoz : please help Yuta to organize the close-out report (see Discord chat) -> we have two finished two close-out report -> if you have opinion, please inform Yuta-san.
@YanTirta : will help to create close-out video for "F7: Eastern Town Hall Language Support & F7: Eastern Town Hall"
@cardanoz : we need to make improvement on our questionnaire. Yuta-san suggest to use incentives to increase survey participation. Andreas suggested to translate the survey into Indonesia to increase participation where this will be share in the Telegram. Linh feels it is a good idea, but he question the integrity of the validity of the data due to it being pushed by incentives. Angela feels the same way as Linh, survey's cannot be cash based. Linh has an idea to gamification the survey by doing a first come first survey, where first 10 participants will receive merchandises. Mie though feels it will add further workload to those doing this survey (e.g. ; production of t-shirt, asking wallet address, etc.), this though can be negated through the use of Eternl wallet where it allows for multiple sending of funds. Andreas suggested to use a direct poll during the Zoom session to ease the workload. Angela mentions, the participants are not comfortable because there is a question regarding age, email for it seems to encroach on personal space.

Summary : Viet Nam community will utilize an incentive system that they will work on together. Where the Indonesian community will allocate the funds from best question to survey participation. Angela, will incorporate the idea of having a poll by Andreas. Yuta-san mentions that he used incentives to increase survey participation for his survey in Fund 7. Yuta-san will share this survey with us in the Discord channel. This survey that Yuta-san has developed is a collaboration with the AIM.

Andreas has reminded for the Eastern Catalyst School Closeout report will be done as following : May/June : Indonesian community July : Mie August/Sept :Yuta-san Okt : Viet Nam community Linh reminds all 3 communities to send all their data for the final Closeout report. 3 countries will make their Closeout report video together. Yuta-san needs the data form the Vietnamese survey to be available in English and it would be ideal if the data is in a visual format (e.g. ; pie charts). Mie will also post this survey data to the Cardano Forum.

@YanTirta : what Vietnam Team feels/thinks if we do it for Vietnam community?
@A-W-G : the output of the proposal supposed to be new Asian proposers based on the KPI
@YanTirta : guide everyone to submit proposal in Project Catalyst
@YanTirta : asking the Vietnam Team to become proposal mentor and guide new proposer to submit proposal -> target at least 15 proposers submitting their proposal -> at least 3 proposals funded in Project Catalyst
Summary: we want to do it properly by collecting the data from Fund 9 until Fund 10. Gathering data from Vietnam, Indonesia, East Africa and Japan.

Eastern Town Hall has 6 proposals -> 4 from previous, 1 drep, 1 challenge @Mietran0407 suggests to not self promote C3ETH proposals through IdeaFest since the 6 slot/proposals will be occupied but use other medium to promote C3ETH proposals. -ACTION: Linktree for these 6 proposals @YanTirta will take care
