UC4 - Delete a tag from a person contact doesn't match implementation #9

The use case requires the actor to list all persons in step 1 before the deletetag command will work, but this is not true. The deletetag command can work even without the list command i.e. it also works after a find command.

This applies to most other use cases as well.
