temperature vs potential temperature #206

CABLE utilises bulk aerodynamic representations for the sensible heat flux with the flux being proportional to differences in temperature. A more theoretically sound basis is for the flux to be proportional to differences in potential temperature (or even virtual potential temperature).

A methodology has been derived to implement this within CABLE - applying to both offline and coupled simulations - while retaining the existing structure of CABLE. Further detail in the accompanying documentation.

I (Ian H) will finally get round to coding this up - ahead of preparation of the canopy code for JAC readiness.

Code has been prepared - introduces a new switch cable_user%use_pot_T_in_H which defaults to FALSE. Initial offline testing completed successfully. Benchcab testing being undertaken to ensure bitwise reproducibility with the trunk when swich is FALSE.

Results need further analysis - more comprehensive documentation (of benchmarking and with switch set to TRUE) to follow.
