Many site runs using PLUMBER input files fail due to index error #209

I have tried running CMIP6-MOSRS with a number of PLUMBER input files and these fail due to:

 Error reading SWdown in met data file ./HowardFluxnet.1.4_met.nc (SUBROUTINE ge
 t_met_data)
 NetCDF: Index exceeds dimension bound 

For Howard Springs, this happens during year 2006. I have also encountered the same error with at least Harvard and UniMich.

This error occurs during the last year of simulation. Running without the last year completes successfully. Likely an error in the timing calculations in cable_driver.F90?

Related, I also cannot spin up the soil moisture for a biogeophys-only run. For Howard Springs, the code does 100s of iterations without reaching equilibrium. This must be due to the looping over years in the CMIP6 version.
