Sync CABLE-trac version and HAC version of CABLE #226

Ultimately we want the same version of CABLE in the TRAC repository at the HEAD of the trunk, that is also in the JULES repository.

The best candidate for this code is at present the version of CABLE in HAC.

We implement these changes on top of the revised structure of CABLE implemented in Ticket #224 in which both directory structure of files has been manipulated, and the build mechanism altered accordingly - in which the model maintains bitwise reproducibility.

Relative to the "old" trunk, the only difference in results so far (~70% complete) is the same difference as described in comment 7 in ticket #224.

This work is for the meantime being done here

At this point the code in the NCI trunk and CABLE-HAC (MOSRS) are identical. And of course they both work.

Much further down the track than we are documenting here we began comparing CABLE-CABLE v JULES-CABLE (HAC) by printing fields directly to text files and then plotting with python. There were of course differences in fluxes etc, however we found that there were differences in albedo/rad fields which we found "odd". At some poin we lost touch with the baseline to plot onto accessdev. So here we are retracing our steps and found

Re-tracing where the differences in Albedo crept in. Difference occurs not surpringly where PFT parameters for the reflectivity (refl) and transmissivity (taul) are updated

Establishing a new baseline then from this pont onwards -
