LAI and veg height in JaC in particular #233

Flagging this so as not to forget. In the quest of equivalence between CABLE using JULES I/O or offline/, (see #224, #226, #227) another thing I had to fudge was veg parameters.

In particular LAI and veg height on albedo pathway.

The values used are usually input through a JULES namelist and params *_io.
