Revise default namelist parameters set for CABLE #101

The following namelist parameters should be changed:

cable_user%CONSISTENCY_CHECK should be disabled as we do not currently use this functionality.

When setting the namelist parameters at runtime, we do not need to specify parameters that are constant as these can be defined in the default namelist file in bench_example. These namelist parameters include:

filename%restart_out
output%restart
CASA namelist parameters: fixedCO2, casafile%phen, casafile%cnpbiome, spinup
