Backfill any data-papers.yaml missing publishers

@jonathanlo411 can you check through all non-caida papers 2020-2021 (use the sliding filter at https://catalog.caida.org/search?query=types=paper%20!tag:caida) that have a blank publisher field (sort by publisher, all the blank entries are labeled "Not Provided" by catalog) and doublecheck that you can't find the publisher (e.g., PERIMETER paper publisher can be found at https://link.springer.com/chapter/10.1007/978-3-662-64322-8_7)

  • Not sure on this one but is online hosted by Arxiv
• Applying Approximate Distance Oracles to Internet Routing
  • Can't find

@amacaida #339 did not address this. That was a different issue in which there were a lot of missing papers from the data-papers.yaml. I will get on this tomorrow.
