Split up NN PR and test in smaller components #70

The first step is to merge the testing PR. We then intend to split the ML PR into two separate PRs, the first can be checked against the previous implementation by Daniel, Yan Sun et al.

The second PR will be further hyperparameter tuning by Tian.
