[GM] (MARLO Legacy) Create a NAT to redirect users requesting reports to CGSpace handle

As MARLO is going to close soon, we need a way to keep the links for the indicators (MELIAs, OICRs, Policies, and Innovations), as they are being referenced in some publications. For this, all the PDFs for the indicators have been exported and soon are to be submitted to CGSpace to keep them alive. For now, what we have decided to do is while MARLO is still open, the platform itself will be in charge to determine if a PDF is to be generated or if a link exists for the indicator. If it does exist, it should redirect the user to the corresponding CGSpace link.

@mralmanzar has tested it on MARLODEV and has found something to be improved: at the end of the redirected link, a parameter with the CRP is being added. It does not affect the redirection, so it is not a priority to be checked. See this image for reference.
