Create release guide for developers
- I added this to the docs directory but didn't add it to the mkdocs navigation bar, so devs can find it on github or the website but users won't see it unless they go looking for it.
Create a PR template
- Includes a checklist to remind PR authors to update the changelog if any user-facing changes are included.
