Thank you so much for you willingness to answer our discovery team's questions and apologies for the disruption in the middle of our meeting as Zoom automatically ended the meeting after 40 minutes.

Notes from 7/28/23 Meeting:

At this time KHIE has not found any glaring legal issues that would prevent us from moving forward KY DPH working with AIMS/APHL on S3 transfer as method for sending ELR/other public health data This work is ongoing and KHIE would prefer to onboard ReportStream (RS) to this method as opposed to another method and moving to S3 transfer after the fact. RS uses Azure blob storage not AWS S3 buckets, but methods for transfer between Azure/AWS are well documented and unlikely to be barrier (we didn't discuss this in the meeting but I thought I'd bring it up here just as an FYI) Currently unclear on timeline for build-out, KHIE/ KY DPH still working on agreements with AIMS/APHL Discrepancy between desired legal agreements between AIMS/KY and RS/KY is of some concern to KY DPH KY DPH/KHIE to have internal meeting and discussion with legal council to determine path forward KY DPH/KHIE to have discussions with AIMS/APHL on legal requirements after internal discussion RS has senders signed terms of service prior to sending data to RS that is fairly broad in nature Maurice Reaves (RS - Product Owner) - Current determination is that BAA/ signed legal agreement is not needed between CDC/RS and Public Health Agencies for public health reporting purposes KY DPH question - Is there written guidance from HHS regarding this? A: Not explicitly, but could be possible to obtain. Mo to check with HHS OGC (may take some time) KY/KHIE requesting time to do discovery on legal and subsequent S3 work. Check-in meeting to be set for 4 weeks. Action Items: James Gilmore (RS) - send invite for check in meeting Maurice Reeves (RS) - Follow-up with HHS OGC to see if written documentation/opinion regarding unneeded agreement between RS/PHA can be produced If obtained send to Kayla Rose (KHIE) and Courtney Marshall (KY DPH) Please be on the lookout for an upcoming invite for 4 weeks from now and let me know if I have incorrectly captured anything or if there are any questions.
