Notes

1.  Make this configuration based (have a config file, read into memory on startup, use config). Config we probably need: external site info if present, scheduling info if polling external site, external credentials, file source location (including subdirectory in our Azure blob storage), sender/receiver names, maybe expected input format (but could also figure out dynamically - if zip, unzip)
