Based on October 29, 2023 email from Carlie Coats

Submitted code uses standard I/O API routines FILCHK3 and GRDCHK3 for consistency checking. Does not handle subgrids.

"chkgrid.0.f" is the reference version from GitHub "chkgrid.2.f" is a draft
